On Street Parking Enforcement

Civil Parking Enforcement (CPE) gives Local Authorities the power to enforce all parking restrictions within the County. This page can help you if you wish to avoid a Penalty Charge Notice for illegal on street parking.

On Street Parking - the law:

  • Since May 2008, the responsibility of parking enforcement was transferred from the Police to Local Authorities 
  • Under the regulations of the Traffic Management Act 2004 Local Authorities have powers to issue Penalty Charge Notice to vehicles committing traffic contraventions 
  • As of the 1 April 2014 the enforcement of on street parking restrictions returned to the responsibility of Devon County Council.
     

Why is street parking enforcement necessary?

The main purpose of on street parking enforcement is to improve road safety and reduce congestion. However, the Police are still responsible for illegal offences such as dangerous parking and obstruction of the highway.

Where is street parking enforcement carried out?

Civil Enforcement Officers will enforce parking restrictions for:

  • Residents parking schemes 
  • Double yellow lines
  • Loading bay restrictions 
  • Bus lanes 
  • Zigzag markings 
  • A range of other parking restrictions
     

How do I avoid a Penalty Charge Notice?

To avoid being issued a penalty charge notice please ensure:

  • You display a valid ticket when parked in on-street pay & display spaces
  • You have a valid residents permit in a residential parking scheme areas

It is essential that you check the area you are parked within to ensure there is no signage informing you of any restrictions.
It is your responsibility to look out for restricted zone signs at the entrance and exits of roads. Failing to notice these signs is not grounds for appeal if you receive a Penalty Charge Notice.

There are no quotas or targets for the number of Penalty Charge Notices issued. However, all money raised from penalty charge notices is reinvested back into the service. Any additional money raised is given to be used to fund local transport improvements.
