What is a Penalty Charge Notice (PCN)?

A Penalty Charge Notice (PCN) is a penalty for breach of parking regulations. This is commonly referred to as a parking fine.

PCNs are issued by our Civil Enforcement Officers, who are council employees. They issue PCNs to vehicles which are believed to have parked in contravention of the terms and conditions of a council-run car park.

As a result of breaking contravention, a fine of £70 or £50 is now payable to South Hams District Council.

These fines are reduced by 50% if payment is made within 14 days from the date the ticket was issued.

All West Devon Borough Council PCNs have a Reference number beginning with ‘DW.’ If your PCN starts with anything besides 'DW' we will not be able to assist with your query.

Please carefully read the PCN document issued to your vehicle which will explain the contravention that the PCN has been issued for.

You will be able to view further details and the related evidence for your PCN by accessing the PCN portal.
